Scientific Programme Officer CEBioS programme
Context
CEBioS is a programme of the Royal Belgian Institute of Natural Sciences (RBINS), subsidized by the Directorate General of Development Cooperation (DGD).
In the framework of international obligations of Belgium under the Convention on Biological Diversity (CBD) and the Belgian biodiversity strategy, the CEBioS programme provides policy support and capacity building for partners of the Belgian cooperation in the field of biodiversity conservation and sustainable management linked to poverty eradication.
Tasks
As we are a relatively small team, the scientific programme officer will carry out a multitude of tasks, including:
- Coordinate the Global Taxonomy Initiative (GTI) sub-programme: manage and execute a series of administrative processes related to the GTI calls (launch, selection, coordination of the logistics of the trainees, communications with tutors & students, reporting);
- Be responsible for the GTI alumni database and alumni events;
- Manage budgets and expenditures for GTI projects and eventually for other projects of CEBioS (communication, tendering, contracting, budgeting, expenditure control, etc);
- Act as the National Focal Point to the GTI;
- Manage the CMS for the Clearing House Mechanism (CHM) and training of stakeholders in Belgium and abroad about the CHM, under the supervision of the CHM NFP;
- Assist in the sub-programme 'awareness of biodiversity';
- Be ready to act as the CEBioS focal point for AbcTaxa, Educaid, IPBES, SSBTA or others;
- Act as a back-up for selected portfolios;
- Be prepared to take up other, diverse responsibilities in the framework of our institutional cooperations (Benin, Burundi, DRC or other);
- Be prepared to participate into national and International policy activities in the framework of the Rio Convention on Biological Diversity (CBD);
- Be ready to take up some monitoring & evaluation tasks;
- Be ready to be involved into synergies with civil society in the framework of the Joint Strategic Framework and the Strategic Dialogue of the Belgian Development Cooperation;
Diploma
- Master in sciences, biology, bio-engineer, or other fields related to biodiversity and development cooperation;
- At least 3 years’ professional experience, preferentially in the field of natural resources and project management in developing countries.
Technical competence
- Basic knowledge of international biodiversity policy and governance;
- Demonstrated knowledge and experience of Project Cycle Management;
- Experience with organising and managing workshops in developing countries.
Generic competence
- A heart for biodiversity and capacity building of young researchers from developing countries;
- Team spirit;
- A positive 'can-do' attitude;
- Fluency and excellent writing skills in French and English, at least basic knowledge of Dutch;
- Excellent organizational and networking skills;
- Structured and result-oriented;
- Respecting deadlines and ready to work under pressure;
- Preparedness to travel several times a year (3 to 6 missions of 1 week) in developing countries;
- Open for new challenges;
- Proactive.
We offer
The candidate receives a full-time contract with a salary according to the scales of scientific function SWI, CDI and relevant work experience.
