Technical specialist for FAO-EU FLEGT Programme
Organizational Setting
The Forest Policy and Resources Division leads FAO's work in promoting sustainable forest management and providing leadership on the environmental, social and economic dimensions of forestry, including its contributions to poverty reduction and food security and nutrition. It liaises with member countries, civil society and the private sector in aspects ranging from development of effective forest policies to forest conservation and management issues, and strengthens the role of forests in climate change mitigation and adaptation. The Division also collects, analyses and disseminates information on the world's forest resources and on the production, trade and consumption of wood and non-wood forest products.
The consulting opportunities located in the FAO-EU Forest Law Enforcement, Governance and Trade (FLEGT) Programme and will assist the Programme in achieving its objectives in supporting stakeholders in eligible countries in Africa, to strengthen forest governance, legality and trade of timber products, and more development of equitable forest management systems.
Reporting Lines
Consultants will work under the overall supervision of the Programme Manager and in coordination with the Programme Staff.
Technical Focus
- The focus will be on one or several of the thematic areas under which the Programme is working, in application to partner countries in the Africa region:
- Sharing or developing information and knowledge about the FLEGT action plan and developing national or regional FLEGT strategies, including consensus-based processes, awareness raising, dissemination of information, and multi-stakeholder involvement.
- Improving transparency and develop mechanisms for independent observation in the forest sector, including developing information-sharing mechanisms and public information, developing and implementing independent observation strategies and strengthening civil society in the field of independent observation and forest governance or impact monitoring.
- Supporting local communities, smallholder timber producers and community forestry activities in line with the FLEGT objectives and the VPA process where applicable, including initiatives to improve governance at the local level, participatory forest management, awareness raising on FLEGT as well as developing timber legality assurance systems (TLAS) for community forests in VPA countries.
- Supporting improvements in national timber traceability systems, the traceability of forest products and national verification and control systems, including support for developing and implementing TLAS systems in VPA countries, chain of custody, forest revenue collection and monitoring, and the monitoring of timber trade flows.
- Supporting improvements of policy, legal and regulatory frameworks, including the analysis of legal frameworks and complementary laws and initiatives to develop legality standards.
- Supporting private sector initiatives, raising awareness of FLEGT and international market requirements on legality, providing training in internal audits on legality/traceability, chain of custody and strengthening the capacity of the private sector to meet the requirements of trade regulations including the EU Timber Regulation (EUTR)
- Addressing domestic and regional market issues, including the socio-economic analysis of the informal, artisanal logging sector, and integrating informal sectors in national regulatory frameworks.
- Developing guidelines on Project Cycle Management and conducting basic training in FAO financial and administrative management policies and procedures for Staff and Service Providers (e.g. Programme reporting requirements, administrative policies, accounting, communication, gender mainstreaming or monitoring and evaluation)
- Conducting rapid financial review of all expenditures prior to final close-out of small grants as well as spot checks during the implementation to ensure procedures are understood and are being followed by Service providers
- Identify synergies with other programs of FAO and other regional and national projects and initiatives that can help improve impact, sustainability of actions, and leverage funds and produce a good value for money to the donor.
