Project description

The project Climate-Resilient Water Sector in Grenada (G-CREWS), commissioned and financed by Germany’s Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and the Green Climate Fund (GCF), has the objective of increasing systemic climate change resilience in Grenada’s water sector. It supports the water sector’s comprehensive transformation on multiple levels, which represents a nationwide ‘paradigm shift’ for Grenada’s overall resilience.

Job description

The Challenge Fund for climate-resilient commercial water users (CFA Agriculture) promotes the adoption of water-efficient solutions in the agriculture sector by using GCF grants to facilitate water auditing, solution design and implementation and to incentivise significant private co-finance for the purchase of water-efficient equipment.

The expert will support Grenadian Development Bank (GDB) to elaborate this concept and to work as an auditor together with local experts which have to be trained.

Qualifications

• A master’s degree in irrigation or agricultural engineering
• At least 10 years’ professional experience in agriculture
• At least 5 years’professional experience in water-efficient irrigation
• At least 3 years’ experience in: (i) water audit processes, (ii) supporting development banks, (iii) implementation and design of rainwater harvesting, (iv) hydroponics and shade houses, (v) supervising farm-by-farm assessment with small farms
• A regional experience of 5 years in developing countries and of 2 years in Grenada or in Caribbean Community and Common Market (CARICOM)
• Work experience of 5 years in Development Cooperation
• Good business language skills in English (C1)
• In addition to the specific qualifications, the following qualifications are required: team skills, initiative, communication skills, sociocultural competence, efficient, partner and client-focused working methods and interdisciplinary thinking

Tasks:

Within the CFA Agriculture the consultant will:

• Support the development of guidelines for technical, environmental and financial eligibility requirements for applications to the CF by farmers
• Develop in consultation with GDB a monitoring system for application of guidelines
• Develop together with GDB information material for potential beneficiaries and partners from the private sector
• Get approval of concept, guidelines, monitoring system from the management committee/supervisory board
• Support the launch and promotion of Challenge Fund
• Train local staff which will accompany the auditing process
• Support the operation and implementation of CF based on the developed guidelines and monitoring system:
  • oassessing the irrigation needs and water conservation potential on a farm-by-farm basis over a 3-year period.
  • designing the most suitable water-efficient farming solution for a given farm
  • formulating the budget
  • prepare assessment report with recommendations for measures to be financed
  • monitoring the implementation of the system
• Certification of farms
• Provide technical support to GDB
