High-level experts in quantitative impact evaluation

Clients include the European Commission (DG Agri and various other Directorates-General), EU Member States’ National or Regional Ministries of Agriculture, but also cooperation agencies (France, Belgium, Austria, Denmark, Netherlands…), the African Development Bank, the International Initiative for Impact Evaluation (3IE), ministries in third countries, and others.
We are currently looking for a high-level experts in quantitative impact evaluation (counterfactual analysis) and in quantitative research and analysis. 5-8 years of professional experience are necessary, including in the Common Agricultural Policy, to support CAP analysis and performance measurement.
Who we are looking for:
- A Master’s degree or PhD in Agronomics or Economics;
- In depth expertise in quantitative impact evaluation (counterfactual analysis) using rigorous mixed methods approach
- Expertise in quantitative research and analysis
- Sound knowledge of the Common Agricultural Policy (CAP) both of the first pillar (mainly direct payments), the second pillar (rural development) and its evaluation
- Good stress-resistance and ability to work independently;
- Good communication skills;
- Excellent command of English (CEFR level C1); knowledge of another EU language (French/German/Spanish/Polish).
What you will do:
- Work in a Team of experts with your explicit support on counterfactual analysis in the framework of CAP analysis and performance measurement support to the European Commission
- Assist the European Commission and MS in implementing this analysis
- Support the development of guidance documents
- Provide methodological support
- Support capacity building and training in EU Member States and in the Commission
The proposed job is located in Brussels, next to the European Commission. It presents a unique opportunity to actively support monitoring and evaluation of CAP implementation aligned with the Green Deal.
